Council, the Custos, and elected taxpayers.  Under the system of Parochial Boards, the parishes of Kingston and St. Andrew merged to form one parish and a Parochial Board known as the Kingston & St. Andrew Corporation (KSAC) in 1923.  By 1956, the thirteen (13) Parochial Boards became Parish Councils and have remained as such to date.
